HOW REGISTRATION OF DRONES IS DONE IN INDIA. ITS PROCEDURE STEP BY STEP AND LAWS/RULES APPLICABLE FOR FLYING DRONES IN INDIA

  • Process of Drone Registration :-

Step 1: After acquiring the drone, check for OEM certificate from manufacturer and NPL letter 

  • (Click the link > Select the weight of the RPA > if under, select under and click on register)
  • For users’ UAs over 250 grams, Click the link > Select over > Select the category as a remote pilot, operator or manufacturer > and select the appropriate sub-category > Click Register
  • Selecting the Category of the Pilot, Operator or Manufacturer After clicking Register, fill the form with valid credentials and click Sign Up.

Step 2: Register with Digital Sky platform

  • (After registering with Digital Sky, the user will receive notification through the registered mail. By clicking the link in the mail, the user will be directed to select the profile of the type of drone).
  • After selecting the profile, fill the following page with valid credentials > upload the training certificate (if necessary) > select the type of drone > and click submit.

Step 3.Obtaining UIN for Drones

  • Drones that are above 250 grams should be registered at the Digital Sky platform. The process of registering the drones is followed after registering the user at the Digital Sky platform.
  • After registering with Digital Sky, the user will be prompted to select any of the following options to register the drone:
  • Apply here for Local Drones (manufactured in India)
  • Apply here for Import Drones (manufactured abroad)
  • Apply here for UAOP License
  • The user will be prompted to fill valid credentials such as
  • Name, address and PAN details of the owner
  • Drone Type
  • Model Number
  • Serial Number
  • OEM Certificate (certificate received from manufacturer)
  • NPL Letter
  • Name, address and nationality of the Manufacturer
  • Maximum take-off weight and height attainable and
  • Details of compatible payload
  • After filling the valid credentials, the user shall make the payment to apply Unique Identification Number (UIN) to operate the drones or UIN can also be applied through https://bharatkosh.gov.in/

STEP 4:- Fees for registration

Step 6: Apply for remote pilot training programme through DGCA approved institutions

Step 7: INSTALL NPNT

  • How to register into digital sky portal?

Follow these steps:

1. Click on this link https://digitalsky.dgca.gov.in and select the category and role for which you are applying. 

So, basically there are 3 roles for which you can register.

(i). Remote Pilot: To become an RP you must have a Remote Pilot Certificate from DGCA.

(ii). Operator: Being an operator you need an Unmanned Aircraft Operator Permit(UAOP).

iii). Manufacturer: As a manufacturer, you need an IT Act-compliant digital certificate to register yourself.

2. Choose your role and click on the apply button and fill your credentials for signing up to sky platform.

3. You will receive a verification mail from DigiSky Team. Verify it and choose your profile.

There are 4 profiles:

(i). Remote pilot profile: In this profile, you have to fill your basic information like mobile number, DOB, etc. Then upload your training certificate and choose an RPA category like Nano, micro, small, etc and submit the form.

(ii). Individual operator profile: Fill the basic information. 

(iii). Operator Profile: Fill the organization details like name, address, email, etc. and submit the form.

(iv). Manufacturer Profile: Fill the form with organization name, address, etc and upload your IT Act-compliant digital certificate and submit the form.

  • RULES APPLICABLE FOR FLYING DRONES IN INDIA

Now that you have registered yourself you need to remember some rules and guidelines:

  • Do not fly your drone over densely populated areas or large crowds. 
  • Respect others privacy while using your drone. 
  • Do not fly your drone within 5km of airports or in areas where aircraft are operating.
  • You must fly during daylight hours and only in good weather conditions.
  • Do not fly your drone in sensitive areas which include government or military facilities. 
  • You must be at least 18 years old and have completed a training course. 
  • All drones must be equipped with a license plate identifying the operator, and their contact details.
  • You must only fly your drone within visual line of sight.
  • You cannot fly more than one UAV at a time.
  • Do not fly your drone within 50km of a border.
  • Do not fly your drone more than 500 meters into the sea, from the coastline.
  • Do not fly within 5km of Vijay Chowk in Delhi.
  • Do not fly over national parks or wildlife sanctuaries
  • Permit for operation of drones

No permission, no take-off (NPNT) is an app that helps the users to connect with the Ministry for operational purposes. The app decides whether shall be permitted to operate at that required moment. This application was mainly designed to operate for commercial purpose such as carrying products, rescue mission, for bloggers and YouTube’s and even for hospitals.

The application is designed to receive and accept the request for take-off. If the request is denied, the user shall not operate the UA.

The application will be installed in gadgets as per the convenience of the operator.

  • Penalty for Contravention of the Provisions of the Act and the Rules, Orders and Directions

(1) Whoever fails to comply with or contravenes any of the provisions of this Act, or the rules made or orders or directions issued thereunder , shall, in respect of each such failure or contravention, be punishable with imprisonment for a term which may extend to five years or with fine which may extend to one lakh rupees, or with both, and in case the failure or contravention continues, with additional fine which may extend to five thousand rupees for every day during which such failure or contravention continues after the conviction for the first such failure or contravention.

(2) If the failure or contravention referred to in sub-section (1) continues beyond a period of one year after the date of conviction, the offender shall be punishable with imprisonment for a term which may extend to seven years.
